The Illinois Tollway is taking on the task of rebuilding and widening the I-88 Ronald Reagan Memorial Tollway between I-290 and York Road in the city of Oak Brook in the Chicago suburbs. The two-year project also includes rebuilding and widening the York Road Bridge, repairing and widening of the I-88 bridges over Roosevelt Road, improvements on the ramps connecting I-88 and the Tri-State Tollway (I-294), and noisewall construction adjacent to residential areas. Roads & Bridges visited the site in mid-July when crews were paving westbound lanes on I-88 about 100 yd from York Road. The hope is to have the current phase complete before Thanksgiving. Traffic will shift and work will begin on the eastbound lanes in early 2019.

I-74 Bridge Replacement Project—Moline, Ill. to Bettendorf, Iowa

The state line intersection of Illinois and Iowa is banded by the Mississippi River. In the Quad Cities region, a pair of dated structures, linking Moline, Ill. and Bettendorf, Iowa via I-74, have been carrying more than 75,000 vehicles per day, a figure that is expected to grow to 100,000 by the year 2035. In a joint effort, the Iowa and Illinois Departments of Transportation are in the process of erecting a new I-74 crossing adjacent to the old one that will offer more capacity and better travel times. In addition to the bridge itself, the project includes interchange ramp reconfigurations and local roadway improvements. Construction began in July 2017 and is anticipated to take place over 3.5 years.

The project limits run from the I-275 interchange in Oakland County to the I-94 interchange in Macomb County—a 28-mile section. The Michigan Department of Transportation (MDOT) decided to organize the project with a full closure of one side of I-696 with a full managed detour route for westbound traffic. MDOT's goal is to be able to hand a new I-696 to its drivers by November.

Roads & Bridges visited the Project Neon site in Las Vegas in early June. At the time, prime contractor Kiewit was pushing to reopen I-15 to full capacity by the fall. By June, the project was 70% complete, and the signature flyover bridge connecting U.S. 95 and I-15 was 75% complete. The current Main Event phase involves Kiewit building 14 bridges, grading and paving new lanes on I-15, and building a number of on- and off-ramps. A total of six interchanges will be built during the course of Project Neon. In early June, only the Rancho interchange was complete—but after the Main Event phase, Kiewit will focus on perhaps the most important interchange that involves Charleston Boulevard.

CONEXPO-CON/AGG: Autodesk 3DR looks to revolutionize pre-project surveying and planning with autonomous UAV application

This past January, Autodesk, in cooperation with the Federal Aviation Administration (FAA), tested autonomous UAVs at Atlanta’s Hartsfield-Jackson Airport. The seven flights that comprised this proof-of-concept trial represented the first civilian UAV flights approved by the FAA for a Class B airspace.

 

The purpose of these flights was to aid in the mapping plans for two new parking garages, as well as a relocating a public transit station, both of which are part of a $6 billion program for expansion and general improvement of the airport property.

 

The UAVs, or drones, which were programmed and flown by 3D Robotics measured the project area much faster than traditional measuring methods and have aided project planners in pushing their process forward.

 

Autodesk and 3D Robotics is on hand at the 2017 ConExpo-Con/Agg (in the Gold Hall) to display and discuss the 3DR Sightscan System, which was used in the Atlanta airport trial.

 

Roads & Bridges spoke with Autodesk Strategic Project Executive Tristan Randall and 3D Robotics’s Jeremiah Johnson about the proof-of-concept trial and what makes the 3DR such a unique system.

 

“This system,” Randall said, “is fully autonomous, so it do not require an active operator. The drone is programmed and then it follows its programmed course, and merely needs monitoring. It runs off an iPad app, and gathers data over GPS. This was the first Class B restricted airspace trail allowed by the FAA, and it was accomplished in only half a day, as opposed to the significantly larger period of time traditional methods would have taken.”

 

“Since we focused on pre-construction areas,” said Johnson, “and since the area was pre-programmed, there was no disruption of airport operations and there were no required closures of lanes. We worked with Atkins, the civil engineering consultant, to make it happen.”

 

Now that the proof-of-concept has been successful, Autodesk and 3D Robotics plan to move forward with further applications of the system, and to ultimately devise a digital repository for high-megapixel imagery.

Dale Gardner Veterans Memorial Bridge—Savanna, Ill., and Sabula, Iowa

An inspection of an 86-year-old bridge connecting the communities of Savanna, Ill., and Sabula, Iowa, identified structural deficiencies that required $8 million in repairs and an eight-month full closure. A project study recommended a new bridge be built 100 ft south of the existing structure. Construction on the new bridge began in October 2015, and the finished $80.6 million product, dubbed the Dale Gardner Veterans Memorial Bridge, opened to traffic in November 2017.

The I-4 Ultimate Improvement Project is a P3 effort involving reconstruction and expansion of a 21-mile stretch of I-4 that moves into the heart of Orlando, Fla. Work on the project began in 2015, and the project limits run between Orange County and Seminole County. Due to the scope of the project, crews had to follow a strict traffic management and safety protocol policy in order to keep both traffic flowing during construction and minimize traffic- and work-related incidents. At the time of Roads & Bridges' visit to the I-4 worksite, the Grand National Drive Overpass was open to traffic and crews were preparing to close up the summer season.

The $107 million reconstruction of the U.S. 12 / 14 Beltline and Verona Road in Madison, Wis., was named Roads & Bridges' #1 Road project of 2017. The project included complete reconstruction of the interchange at USH 12 / 14 / 18 / 151 from a standard diamond interchange to a single-point urban interchange (SPUI). The other significant alteration to the corridor was the installation of a roundabout at the intersection of Verona Road and Summit Road. Stage 2 of the overall Verona Road Improvement project is presently underway, with work scheduled through 2020.

Traversing the intersection of I-94 and I-41, the Zoo Interchange in Milwaukee, Wisc., is the highest volume interchange in the state, withstanding more than 350,000 vehicles per day. The reconstruction of the interchange is tagged at an overall cost of $1.7 billion. Due to its massive scale, the project schedule was let in phases, or cores, by which the Wisconsin Department of Transportation could manage the scale of things while keeping the interchange viable during construction.

The excavator, officially named Project AME, or Additive Manufactured Excavator, was put through a few mild paces following its unveiling, pulling up buckets of soft dirt and sand and moving on its tracks around the small soil pediment sequestered for the demonstration. 

 

AEM 2017 chairman and president of Gradall Industries Mike Haberman was also on hand to showcase the AME. Haberman said, "This investment underscores industry investment in new technology." 

 

Roads & Bridges was on hand to witness this first-of-its-kind event.

IDOT began a research implementation project several years ago where the technology was a viable solution for IDOT crews. The implementation stage of the project is studying the benefits that a 3-D intersection provides in the area of worker safety. The technology provides a 3-D graphical image of the intersection. Eventually, the agency hopes that all IDOT districts will have a 3-D laser scanner to use for construction and design purposes.

I-4 Ultimate Improvement Project—Orlando, Fla.

The I-4 Ultimate Improvement Project is a P3 effort involving reconstruction and expansion of a 21-mile stretch of I-4 that moves into the heart of Orlando, Fla. Work on the project began in 2015, and the project limits run between Orange County and Seminole County. Due to the scope of the project, crews had to follow a strict traffic management and safety protocol policy in order to keep both traffic flowing during construction and minimize traffic- and work-related incidents. At the time of Roads & Bridges' visit to the I-4 worksite, the Grand National Drive Overpass was open to traffic and crews were preparing to close up the summer season.
