TOLLING: Hawaii DOT explores road usage charging

HDOT is conducting a feasibility study on whether or not to implement a road usage charge

The Hawaii Department of Transportation (HDOT) is exploring a road user charging (RUC) system as an alternative to the gas tax.

HDOT awarded a contract to D’Artagnan to conduct a state-wide feasibility study of RUC. D’Artagnan will research and assess the current road finance situation and trends in Hawaii and consider administrative alternatives for implementing RUC.

Expected declines in gas tax revenue at the state and federal levels have motivated HDOT to explore RUC as a possible funding source, in order to ensure the future provision of safe and efficient roadways across the state of Hawaii and its eight mainland islands.


Hawaii is a member of the Western Road Usage Charge Consortium (WRUCC), a voluntary group of 12 state Departments of Transportation (DOTs), which appointed the D’Artagnan to aid the group’s investigations into alternative methods of road funding in 2015.


Other states including California, Oregon and Washington have already implemented RUC programs.
