Terry has over 25 years’ experience in transportation planning and policy, information technology and GIS. Mr. Bills has been a Principal Planner for a large regional transportation planning agency, as well as the President of a GIS and transportation consulting firm during his career. He was a Doctoral Candidate at UCLA, where he was also awarded two Masters' degrees.
Keith King
Transportation Account Manager, Esri
Keith has helped DOTs use ArcGIS to get the most out of their existing IT systems and data through the establishment of a System of Engagement. Mr. King leads a cross-divisional discovery process and oversees the development of a related implementation plan for connecting the agency's disparate business systems. The process results in a plan for generating multiple "quick wins" as well as a roadmap for establishing a single destination where authorized users access maps and apps, analyze authoritative data, and share contributions. He attended West Virginia University where he obtained a degree in Electrical Engineering.
