Colorado's Dynamic Tolling Boosts Traffic Flow

The Colorado Department of Transportation (CDOT) says its new dynamic tolling system along an 18-mile stretch of Interstate 25 between Monument and Castle Rock has led to noticeable improvements in traffic flow and revenue since its implementation in November 2024.

The system, which adjusts toll prices in real time based on traffic conditions, is designed to encourage more consistent movement through the Express Lanes. CDOT spokesperson Tim Hoover said traffic throughput has increased by roughly 20% since the system was added.

"We're able to get more traffic through the corridor," Hoover said. “Throughput, which is the total number of cars in a given period, has gone up significantly.”

Prices are determined by an algorithm that forecasts traffic patterns based on time of day and historical data. Hoover noted that the change has also resulted in a 20% increase in Express Lane revenue, which is reinvested into roadway maintenance.

Some drivers say they haven’t noticed much difference, citing persistent congestion during peak hours. Hoover acknowledged the system isn't a cure-all but said the long-term goal is to expand dynamic pricing to other Express Lanes across the state, pending system upgrades.
