Answer: It must be physically operated by a certified flagger who has a clear line of sight to the device and the approaching traffic.
The MUTCD states that "an AFAD shall be operated only by a flagger who has been trained on the operation of the AFAD. The flagger(s) operating the AFAD shall not the leave the AFAD(s) unattended at any time while the AFAD(s) is being used."
