Roads & Bridges magazine will be partnering with the Asphalt Recycling and Reclaiming Association (ARRA) on a series of industry awards.

The awards will honor road projects in North America covering the following areas of recycling: cold in-place recycling; hot in-place recycling; full-depth reclamation; and cold planing. Members and nonmembers, including manufacturers, will be able to nominate projects on the Roads & Bridges website (www.roadsbridges.com) starting in June.

The awards will honor road projects in North America covering the following areas of recycling: cold in-place recycling; hot in-place recycling; full-depth reclamation; and cold planing. Members and nonmembers, including manufacturers, will be able to nominate projects on the Roads & Bridges website (www.roadsbridges.com) starting in June.

Some of the specifications that will be considered will be the percentage and amount (in tons) of RAP used; the estimated cost savings of using recycled material for the job; and the length of the project. All projects must have been completed in the last 18 months to qualify. Nominations will be presented to the ARRA board of directors, which will work with the editorial staff of Roads & Bridges magazine to determine the winners in each category. Roads & Bridges magazine will profile the winning projects in its annual recycling/reclaiming issue in May, and the awards will be distributed at ARRA’s annual meeting.

Full recognition

ARRA announced Philip Koeberlein, P.E., is the recipient of its Annual Award for Excellence in Full Depth Reclamation at its annual meeting in Bonita Springs, Fla. Candidates for this prestigious award are typically public officials or specialists in the field of asphalt recycling.

Koeberlein’s first full-depth reclamation project was in 1998 on a 1-mile section of Sherman Road located in Sangamon County, Ill. He chose high-float emulsions and the work was performed with county forces and a rented stabilizer.

Two years later, Koeberlein used a contractor to construct an 8-mile section of Pleasant Plains Road in Sangamon County using cationic emulsions. On this project, the material was processed in place, windrowed, picked up with a windrow machine and laid by a paver.

In 2005, Koeberlein helped complete a 3-mile section of Farmingdale Road using Fortress engineered asphalt emulsion produced by SemMaterials.

“The improvements with today’s recycling equipment and materials make the projects go a lot smoother, and the quality of the end product keeps getting better,” said Koeberlein.

Greg Brown has been elected president of ARRA for the 2007-08 term. Brown is president of Brown & Brown Inc., Salina, Kan., a family-owned company founded in 1946 that specializes in cold in-place recycling, full-depth reclamation and soil stabilization of pavement subgrades or bases.

Other officers elected were: Dave Cannon, vice president, of Cutting Edge Technologies, Murraysville, Pa.; and Bill Garrity, secretary/treasurer, of Garrity Asphalt Reclaiming Inc., Bloomfield, Conn.

Directors elected to the term include: Tim Amling, Base Construction Co. Ltd., Columbus, Ohio; Vern Cameron, Kennametal Inc., Latrobe, Pa.; Patrick Faster, Gallagher Asphalt Corp., Thornton, Ill.; Andrew Fox, SemMaterials LP, Tulsa, Okla.; and Larry Jack, Terex Roadbuilding, Oklahoma City. Blair Barnhardt, Blount Construction, Marietta, Ga., will serve as chairman of the Committee on Recycling Education, which is ARRA’s technical committee.
