Georgia DOT announces I-285 Eastside Bridge Replacements design-build team

April 6, 2021

The project is a part of Georgia’s Major Mobility Investment Program

The Georgia Department of Transportation (GDOT) announced the design-build team for the I-285 Eastside Bridge Replacements Project.

The I-285 Eastside Bridge Replacements Project is a part of GDOT’s Major Mobility Investment Program (MMIP). The I-285 Eastside Bridge Replacements Project is the second I-285 Advanced Improvement Project to be awarded. This project replaces three bridges in DeKalb County: Covington Highway over I-285, Redwing Circle over I-285, and Glenwood Road over I-285.

Digitally sealed price proposals from four proposers were opened April 1, 2021, with Archer Western Construction, LLC/Infrastructure, Consulting & Engineering, PLLC (ICE) named the Apparent Successful Proposer. GDOT used a Best Value procurement method for the project, which evaluates both price and technical proposals.

The selected proposal of the DB team had the highest technical score, and also submitted a significantly reduced project delivery schedule, showing the project reaching substantial completion 509 days earlier than the GDOT-required deadline. This dramatic reduction in schedule shortened the planned road closure on Redwing Circle by 28 days and also allowed for decreased closure periods for the other two bridges being replaced as well.

“This project extends three overpass bridges to accommodate future express lanes and mitigate local access impacts during construction of the I-285 Eastside Express Lanes Project,” GDOT Design-Build Program Manager Andrew Hoenig, P.E., DBIA, said in a statement. “On this key commuter corridor, the reduction in the overall construction period as well as shorter closure times for these heavily traveled bridges is paramount to easing the construction burden on the region’s motorists.”

Bridge construction is expected to begin later this year with substantial completion of the three bridges anticipated in mid-2023 due to the reduction in the construction schedule, weather permitting.
