NY governor outlines $275B infrastructure plan in state budget

Jan. 22, 2020

The new plan would include $87 billion dedicated to transportation infrastructure

New York Gov. Andrew Cuomo this week outlined the state's FY 2021 executive budget, which includes a $275 billion infrastructure program.

"Starting with an initial $100 billion investment, and followed up in the FY 2020 Budget with a second $150 billion investment, this budget begins the support for expanding the total investment by $25 billion to $275 billion with new investments in transit, roads and bridges," Gov. Cuomo's office said in a news release.

The governor's office said the second phase, newly expanded $175 billion infrastructure plan builds on the Governor's initial $100 billion plan and includes $87 billion dedicated to transportation infrastructure—including mass transit, railroads, airports, highways, bridges, and tunnels across the state

The program would also cover improvements for environmental facilities and parks, and the development of green energy; economic and community development; affordable housing; building new schools; and state healthcare facilities.

The governor said in his speech detailing the state budget that funding would include a $12 billion, two-year New York State DOT Capital Plan—including $5.8 billion for roads and bridges—and a $52 billion Capital Plan for the Metropolitan Transportation Authority (MTA).

The $275 billion infrastructure program will also continue to fund $6 billion for the Long Island Rail Road Second Track, Third Track, and 39 modernized stations; new LaGuardia and JFK Airports; the East Side Access project; the Javits Center expansion; four new Bronx Metro-North stations in transit deserts; the Empire State Trail; modernization of the New York State Fair; and the $1 billion New NY Broadband program.
