Roads & Bridges surveyed its government official readers and asked them which design firm they preferred to work with and tallied the results to form the Go-To List. Please note that these rankings reflect owner preference, not gross earnings.

The voting ballot was sent to over 10,000 government officials from various levels of government, and the response received provided a representative sample that is projectable over the entire Roads & Bridges circulation of approximately 22,000 government subscribers.
