Elizabeth River Crossings is building the Elizabeth River Tunnels Project in conjunction with the Virginia Department of Transportation, working to bring an efficient, linked transportation network for the Hampton Roads area.

The project includes a new two-lane tunnel under the Elizabeth River adjacent to the existing Midtown Tunnel; extending the MLK from London Boulevard to I-264, with an interchange at High Street; maintenance and safety improvements to the existing Midtown Tunnel; and maintenance and safety improvements to the existing Downtown Tunnel.

Presenter:

Frank Fabian joined the Virginia Department of Transportation (VDOT) as a Senior Project Manager in May 2010, bringing over 30 years of experience in design/ engineering and construction management to the project management team for the Hampton Roads District. Previous infrastructure project experience includes; transportation, power generation, water and sewer and industrial manufacturing.

He is currently managing the Hampton Roads District Special Projects Office that is charged with overseeing large transportation projects within the District, including the Elizabeth Rivers Tunnel Project (ERT) and the US 460 Project. Since the execution of the Comprehensive Agreement of both projects, Frank will be responsible for managing and delivering these projects to VDOT and the public. Both initiatives bring over $3.6 Billion in Transportation Infrastructure.

Mr. Fabian earned his BSCE at the Rochester Institute of Technology in 1981. In pursuing his graduate degree, he received an MBA from St. Bonaventure University in Management and Marketing. He is a registered Professional Engineer in Virginia and West Virginia and holds a General Contractor’s license in Construction Management.

Mr. Fabian has developed a passion for being involved with transportation solutions and views the ERT project as a “first step” project in a series of projects that will ultimately improve and enhance the mobility of the Tidewater Area of Virginia.
