Located in a mountainous region, the Fraser Lake HIR project was a race against the clock. The area had a limited summer calendar, with the average minimum ambient temperature ranging from 38.8°F in June and 42.3° F in August. The pavement that was replaced was 25 years old and had an extensive amount of alligator cracking.
