If they wanted to take advantage of a special government offer, they needed to act fast. When a portion of I-680 was wiped out by ?ooding, the Iowa DOT needed to complete this project within 180 days of the ?ood event start to receive full ?nancial support from Washington, D.C. Design and bid challenges included a lack of horizontal/vertical control, pre-?ood and post-?ood topographic survey information and existing soil conditions.
