Mega-ton girder placement over La Jolla Village Drive in San Diego

On Friday, Feb. 8, San Diego Association of Governments (SANDAG) crews closed La Jolla Village Drive to thru traffic at Genesee Avenue in the University City area to set 60-ft-long concrete girders, or beams, to construct the elevated guideway for the future Mid-Coast Trolley. Crews hoisted the 95-ton precast girders using a crane and set the girders on the columns that were built at the intersection. The girders were trucked from Riverside on special industrial trucks built to withstand extra-heavy loads. Over the next several days the concrete continued hardening and gaining strength. Last week, high-strength steel cables were installed and tensioned inside the beams, allowing support towers in the intersection to be removed and the intersection to be opened by the morning of Friday, Feb. 15. The Mid-Coast Trolley Project will extend Blue Line Trolley service from Old Town north to the University City community. Nine new stations will be constructed. Major construction work began in 2016, with service anticipated to begin in 2021.

After a four-year construction process, the new Goethals Bridge linking New York and New Jersey is officially open. The new $1.5 billion twin-span cable-stayed bridge replaces the original bridge built in 1928. The Port Authority of New York & New Jersey and design-build team Kiewit-Weeks-Massman, AJV relied on EarthCam’s panoramic cameras and portable Mobile TrailerCam solution to document the complex process, which can been seen with EarthCam’s new 4K construction time-lapse movie. EarthCam construction cameras documented progress from 2014 to 2018 with high-quality imagery featuring multiple unique perspectives of the project, including the deconstruction and removal of the former bridge.

I-5 widening project in southern California

The I-5 widening project in southern California is a massive $3.2 billion undertaking divided into two sections—I-5 North and I-5 South. The goal is to improve traffic around the Los Angeles area by adding more high-occupancy vehicle (HOV) lanes and direct HOV connectors while also improving pavement and upgrading interchanges. Roads & Bridges visited the section of I-5 right by the Florence Avenue Bridge in late December. The 6.7-mile project is broken down into six segments, and the Florence Avenue Bridge portion represents segment five. Crews were working on lowering the freeway as they moved under the Florence Avenue Bridge in early 2019, and Caltrans was hoping mainline paving would be complete sometime in March.

The Jones Branch Connector over I-495 project in Fairfax County, Va., is not much to look at in terms of size—but its importance to the area is immense. The booming population in the Tysons area needs improved infrastructure, and the Jones Branch Connector—when complete in November 2019—will provide an important new link to S.R. 123 over the Capital Beltway (I-495). The road is expected to carry more than 32,000 vehicles per day by 2040. Crews are getting ready for an interim milestone due on Dec. 12, when at least one full lane of traffic in each direction will be open. The existing Jones Branch Connector is still waitiing to be widened to accommodate four total lanes of traffic, a center median, two 5-ft-wide bike lanes and two 12-ft-wide sidewalks through the entire corridor. The new bridge over the I-495 Express Lanes is complete.

Cline Avenue Bridge project—East Chicago, Indiana

East Chicago, Ind., is coated in industrialization, and those at the Cline Avenue Bridge construction site are just doing their part to fit in. Roads & Bridges magazine checked out the progress on the bridge, which when finished will carry two lanes of traffic in and out of East Chicago over railroad tracks and the Indiana Harbor Canal. A four-lane bridge previously served as a connector for over 30 years, but in 2008 it was demolished. When complete, the new Cline Avenue Bridge will be 6,236 ft long with 170- to 300-ft spans. The main span over the Indiana Harbor Canal will be about 316 ft. The project is supposed to be complete in 2020, and the bridge will be tolled and can be expanded in the future to accomodate growth.

The I-10 portion of the Loop 202 South Mountain Freeway is just now starting to grace the Arizona deserts with its presence. The I-10 segment of the project is filled with flyovers, and most are still in the beginning stages of construction. Work on I-10 is expected to provide congestion relief for the 200,000 motorists who use the route on a daily basis. The South Mountain Freeway project is the largest in Arizona history. The public-private partnership is essentially nine projects in one, divided into five segments. When the 22-mile project is complete in late 2019, Connect 202 Partners will be responsible for maintaining the freeway for 30 years.

I-88 Reagan Memorial Tollway project—Oak Brook, Ill.

The Illinois Tollway is taking on the task of rebuilding and widening the I-88 Ronald Reagan Memorial Tollway between I-290 and York Road in the city of Oak Brook in the Chicago suburbs. The two-year project also includes rebuilding and widening the York Road Bridge, repairing and widening of the I-88 bridges over Roosevelt Road, improvements on the ramps connecting I-88 and the Tri-State Tollway (I-294), and noisewall construction adjacent to residential areas. Roads & Bridges visited the site in mid-July when crews were paving westbound lanes on I-88 about 100 yd from York Road. The hope is to have the current phase complete before Thanksgiving. Traffic will shift and work will begin on the eastbound lanes in early 2019.

I-74 Bridge Replacement Project—Moline, Ill. to Bettendorf, Iowa

The state line intersection of Illinois and Iowa is banded by the Mississippi River. In the Quad Cities region, a pair of dated structures, linking Moline, Ill. and Bettendorf, Iowa via I-74, have been carrying more than 75,000 vehicles per day, a figure that is expected to grow to 100,000 by the year 2035. In a joint effort, the Iowa and Illinois Departments of Transportation are in the process of erecting a new I-74 crossing adjacent to the old one that will offer more capacity and better travel times. In addition to the bridge itself, the project includes interchange ramp reconfigurations and local roadway improvements. Construction began in July 2017 and is anticipated to take place over 3.5 years.

Roads & Bridges visited the Project Neon site in Las Vegas in early June. At the time, prime contractor Kiewit was pushing to reopen I-15 to full capacity by the fall. By June, the project was 70% complete, and the signature flyover bridge connecting U.S. 95 and I-15 was 75% complete. The current Main Event phase involves Kiewit building 14 bridges, grading and paving new lanes on I-15, and building a number of on- and off-ramps. A total of six interchanges will be built during the course of Project Neon. In early June, only the Rancho interchange was complete—but after the Main Event phase, Kiewit will focus on perhaps the most important interchange that involves Charleston Boulevard.

Dale Gardner Veterans Memorial Bridge—Savanna, Ill., and Sabula, Iowa

An inspection of an 86-year-old bridge connecting the communities of Savanna, Ill., and Sabula, Iowa, identified structural deficiencies that required $8 million in repairs and an eight-month full closure. A project study recommended a new bridge be built 100 ft south of the existing structure. Construction on the new bridge began in October 2015, and the finished $80.6 million product, dubbed the Dale Gardner Veterans Memorial Bridge, opened to traffic in November 2017.

I-4 Ultimate Improvement Project—Orlando, Fla.

The I-4 Ultimate Improvement Project is a P3 effort involving reconstruction and expansion of a 21-mile stretch of I-4 that moves into the heart of Orlando, Fla. Work on the project began in 2015, and the project limits run between Orange County and Seminole County. Due to the scope of the project, crews had to follow a strict traffic management and safety protocol policy in order to keep both traffic flowing during construction and minimize traffic- and work-related incidents. At the time of Roads & Bridges' visit to the I-4 worksite, the Grand National Drive Overpass was open to traffic and crews were preparing to close up the summer season.

Roads & Bridges visited the site of the Sarah Mildred Long Bridge back in June, and at the time crews were working on putting together the piers for the vehicular segments. The states of Maine and New Hampshire entered into a Three Bridge Agreement years ago to fix the crossings over the Piscataqua River. The Sarah Mildred Long Bridge falls on the shoulders of the Maine Department of Transportation, and construction has been running smoothly. The vertical lift bridge is expected to be open this fall.

Roads & Bridges paid a visit in late January to the Project Neon site in Las Vegas, the largest public works project in Nevada history. The goal of the project is to widen 3.7 miles of I-15 between Sahara Ave. and the infamous Spaghetti Bowl Interchange in downtown Las Vegas. The project will also improve Martin Luther King Blvd., which runs parallel to I-15. It will add an HOV direct connect between U.S. 95 and I-15. An I-15 interchange called the Neon Gateway is also a key component of Project Neon.

The intersection of Bell Road and Grand Ave. is one of the busiest in Maricopa County, Ariz. The traffic on Bell Road had to cross both railroad tracks and Grand Ave., making it difficult for drivers who had to endure long wait times at traffic lights in the area. The Arizona Department of Transportation (ADOT) decided to build a bridge carrying Bell Road over Grand Ave. and the railroad tracks, and then make connections to Grand Ave. to and from the Bell Road Bridge.

Workers with the Kentucky Transportation Cabinet (KYTC) are redoing the Kennedy Interchange where I-65, I-71 and I-64 all come together in downtown Louisville. The 52-year-old John F. Kennedy Memorial Bridge, which connects Kentucky to Indiana over the Ohio River, will carry six lanes of I-65 southbound traffic. Work on the bridge involves replacing the old deck and stringers.

In Michigan’s Bay Region, the Michigan Department of Transportation has a unique project involving replacing two bridges at both the Flint River and the Birch Run Outlet, and building approximately 3,800 ft of new roadway. The new Flint River Bridge is 272 ft longer and 6 ft higher, while the bridge over the Birch Run Outlet is 15 ft longer and 7 ft higher than the existing bridges.

The I-290 Interchange project and the Illinois Route 390 project are part of the Illinois Tollway's Elgin-O'Hare Western Access Project. Scheduled to be complete in 2017, the I-290 Interchange project will include 17 ramps and 15 new bridges in the interchange area, and will create direct access with free-flow traffic movements to and from Illinois Route 390 in all directions.

The Jane Byrne Interchange in Chicago is the meeting place for the I-90 Kennedy Expressway, the I-290 Eisenhower, and the I-94 Dan Ryan. The northwest flyover project will allow traffic to flow unimpeded from the Dan Ryan to the city's outlying suburbs. The 2016 construction season is expected to be one of robust progress as crews press toward the goal of opening the flyover bridge to late fall traffic.

Scott Kuntz has been working as a bridge inspector for almost seven years. He and his team are responsible for inspecting over 664 bridges in MDOT’s District 7. Scott’s number one objective during an inspection is to ensure that each bridge is safe for Mississippi’s residential and commercial commuters. The team checks a variety of aspects of the bridge structure to look for deficiencies and deterioration, assisting in the determination if repair is necessary.

On June 6, 2014, Highway 78 was shut down at 8:30 p.m. in order for the Pigeon Roost Road Bridge in Mississippi to be demolished. Work progressed throughout the night and into the morning. At 7:30 a.m. on June 7, Highway 78 was reopened to traffic. The demolition of the bridge only took 11 hours.

The prefabricated Mabey Bridge in Trementina, N.M. spans an 80-ft section of arroyo, which floods out during the summer and is covered with snow in winter, making travel difficult for motorists in the region. Since the six-month bridge installation project was completed, however, the community has been able to safely travel in this area.

Replacement of the Mountain Road bridge in Stowe was delayed for decades because of the impact it would have on Stowe’s economy. Utilizing Accelerated Bridge Construction methods, VTrans was able to close the road and replace the bridge in a matter of weeks.
