MAP-21: Moving Ahead for Progress in the 21st Century is a relatively new 2-year Surface Transportation Bill signed on July 6, 2012 and became effective on October 1, 2012. This is one of the most significant transportation bills in decades, and setts a national goal for all transportation infrastructures to be in a state of good repair for transit, highways and bridges.
The bill dramatically simplifies and condenses funding streams to the DOTs, and establishes a new National Highway Performance Program that requires agencies to have an asset management plan. The plans must be data-driven, risk, and performance based, and it requires states to set up compliance targets for both bridges and tunnels. MAP-21 funding can also be used for ancillary assets such as retaining walls, high mast lights, sign structures, etc. For the first time, software costs related to meeting compliance with MAP-21 are fully eligible expenses.
For bridge assets, there are new requirements that mandate element level inspections on all NHS bridges, while non-NHS bridges can be "studied". The FHWA must begin collecting element level no later than Oct 1, 2014 and states must set performance measures and metrics within 18 months. There is stricter federal oversight of the inspection data submissions and annual compliance reviews.

Mr. Bacheson has had over a 30-year career beginning in the steel and coal industries managing heavy construction projects. He has a long history working with industry leading CAD/CAM software providers working in diverse industries and roles. He has experience implementing global enterprise engineering software, data and life cycle management systems. He has previously served in project and professional services management capacities for Lockheed Martin Information Technology, PTC, Formtek, Intergraph and Computervision. In his current role at Bentley Systems he provides strategic consulting to help asset managers better utilize Bentley software and industry best practices to enable bridge and asset management solutions Mr. Bacheson earned his B.S. in Civil Engineering from Lehigh University and his Masters in Business Administration from the University of Pittsburgh. He is a Professional Engineer (retired) in the State of Pennsylvania.

As Product Manager for Bentley InspectTech software, Taylor is focused on planning and developing the next generation of products to meet user needs. He has served as a project manager and solutions expert on a wide variety of InspectTech projects, ranging from New Jersey DOT to Maryland State Highway, and is instrumental in the coordination of InspectTech product features and future plans. Taylor has a bachelor’s degree in Computer Science from Grove City College and lives in the Pittsburgh area with his wife.
