Federal Highway Administrator Mary Peters announced the appointments of two new top officials at the FHWA.

John Baxter has been selected as the director of the FHWA Office of Safety Design. Baxter currently serves as the FHWA Indiana Division Administrator, a position he has held since 1999. Prior to his appointment, he served as assistant division administrator in the Utah Division where he led infrastructure improvements that helped to ensure a successful 2002 Winter Olympic Games.

Antoinette Wilbur has been selected as director of the Office of Operations Research and Development. She currently serves as the FHWA's Research and Development Technical Director for Operations in the Office of Research, Development, and Technology, a position she has held since 1999. Prior to this appointment, she served for four years as Intelligent Transportation Systems Team Leader in the Office of Traffic Management and ITS Applications. Wilbur has played a key role in every major FHWA ITS program initiative, including project manager for the first large ITS operational field test and lead staff support for the development of the National ITS Program Plan.
