During its 28th annual meeting held in San Diego, the Asphalt Recycling & Reclaiming Association (ARRA) elected Tim Amling to the office of president for the 2004-05 term.
As managing partner of Base Construction Co. Ltd., Columbus, Ohio, Amling is involved in full-depth reclamation, cold in-place recycling, cold milling and soil stabilization/modification. He also is vice president of Strawser Inc., a pavement preventive maintenance contractor specializing in microsurfacing.
Amling has been involved in the highway construction and pavement maintenance industry for over 30 years and an ARRA member for 12, having served as membership chairman, vice president and secretary-treasurer of the association. He also has served as program chairman of two semiannual meetings and two annual meetings.
Other 2004-05 officers elected were: Stephen Damp, Miller Paving Ltd., Markham, Ontario, vice president; and Tom Johnson, Midstate Reclamation, Lakeville, Minn., secretary-treasurer.
Directors elected for the term include: Greg Brown, Brown & Brown, Salina, Kan.; Dave Cannon, Terra-Firma Technologies, Uniontown, Pa.; John Rathbun, Cutler Repaving, Lawrence, Kan.; Larry Schreiner, Koch Pavement Solutions, Chicago; and Bryan Vuillaume, Pallette Stone Corp., Saratoga Spring, N.Y. Ed Kearney, Wirtgen America, Antioch, Tenn., will serve as chairman of the Committee on Recycling Education.
Huffman exits with President’s Award
John Huffman, P.E., is the 2004 winner of ARRA’s Richard E. Lowell President’s Award. The honor was given in recognition of Huffman’s outstanding accomplishments in the asphalt recycling and reclaiming industry and his many years of service to the association. Huffman recently retired from Brown & Brown. The announcement was made jointly by ARRA President Mike Polak and Awards Chairman Todd Casey at an awards ceremony during the conclusion of ARRA’s 28th annual meeting.
Huffman is only the 11th winner of the President’s Award, which is given periodically, at the discretion of the ARRA president, to an individual in recognition of his outstanding contributions to the asphalt recycling and reclaiming industry and his dedication to the advancement of highway rehabilitation technology. Huffman’s accomplishments have distinguished and benefited the industry with his active and continuing research and application of new and innovative technologies throughout his professional career.
Prized pair
ARRA’s annual Awards for Excellence went to Frank Bland Jr., P.E., and David Eller.
Bland was honored for Excellence in Full Depth Reclamation. In 1995 he recommended and managed the use of full-depth reclamation (FDR) on a 16-mile project on Rte. 97 in York County, S.C. The project later became a topic for a published report on FDR.
In the mid-1990s, Bland successfully undertook the task of finding a more permanent solution for a roadway that had long been a maintenance headache for the South Carolina DOT. He oversaw the analysis, testing and design function on Rte. 97. FDR cured the structural problem and the road has been practically maintenance free.
Eller was presented the Charles R. Valentine Award for Excellence in Cold In-Place Recycling. Eller directed a cold in-place recycling project on State Highway 92 in Delta East, Colo.
