A cut below proved to be a cut above. The Mitchell Interchange includes cut-and-cover tunnels designed for the I-43 north and I-94 to I-894 movements. The tunnels reduced cost by allowing roadways to traverse over these movements without the use of seven highly skewed bridges. Milwaukee Transportation Partners designed secant drilled shafts for the tunnel walls. The Layton Avenue Bridge was rebuilt within six months.
